In the late 1960s and early 1970s, amidst the ongoing Vietnam War, the United States initiated a program called "Vietnamization" to gradually withdraw its forces from South Vietnam while supporting the re-equipment and modernization of the Republic of Vietnam's armed forces. As the U.S. reduced its presence in South Vietnam, it concurrently increased involvement in Laos with air campaigns like COMMANDO HUNT III to counter the flow of enemy troops and supplies along the Ho Chi Minh Trail. In northern Laos, the Seventh Air Force engaged in close air support against a Pathet Lao and North Vietnamese offensive, contributing to the defense of Long Tieng. Additionally, the conflict extended into Cambodia as a new government sought U.S. aid against Communist forces, leading to U.S. tactical missions in Cambodia and the entry of the Army of the Republic of Vietnam (ARVN) to combat the Communists.
